He was born in 1783 and died in 1858. He was a great statesman and participated in the South American Independent Movement. He gave his support to General San Martín when he arrived to Peru. When San Martin left Peru, he was proclaimed President of the Republic in 1823. Gradually he lost the Congress' support and was banished for trying to make an agreement with the vice-king of Spain.
